Preparation of materials and training of 9,907 teachers in the use of the Revised Primary Curriculum Production of materials for the training of teachers of Grades 1-6 has been completed, as well as the production of supplementary materials in the form of a general training manual. A manual for teachers of multi-grade schools is being undertaken. Two workshops were held with teachers selected from 48 schools, to review materials previously produced and to formulate multi-grade lesson plans for inclusion in the draft manual. The revision of the multi-grade manual was included in the project’s activities as these represent 30 per cent of primary schools, and without specialised treatment the training being provided would not have met the needs in these schools.

Student Assessment Sub-component

Training of teachers in assessment All teachers have been trained in assessment with the exception of Grade 6 teachers who have not yet attended the cluster training workshops. Grade 6 teachers were, however, exposed to five days of orientation training in Summer 2003.
Grades 3, 4 and 6 tests revised in keeping with the RPC Revision of the Language Arts component of the Grade 6 test has been completed and is awaiting approval. This is a work-in-progress as consultants continue collaboration with the Student Assessment Unit.
Automation of GSAT registration and placement process within the MOEYC completed Work has commenced to build capacity and define the processes for the automation. Provision of the necessary equipment to further enable the process is outstanding. Finalisation of the activity is scheduled for 2004. Plans have commenced to obtain the necessary equipment to enable this process within the Ministry of Education, Youth and Culture (MOEYC).
Grade Book and Procedures Manual developed and implemented The unit is currently reviewing the prototypes, which were collected as the basis for a design. The Grade Books are continuous assessment report cards.
Standards to interpret GSAT scores and continuous assessment revised Literacy and numeracy scales were derived and used as a basis for enumerating children who are ready for Grade 7. Validation of these indices remain outstanding.
Test items based on the RPC developed Work has started on the writing of items based on the RPC. Item writing is a continuous activity.

Instructional Technology Sub-component

I.T. Pilot in 15 schools conducted and resource centres established All 15 schools have already been selected. Equipment needed has been delivered to schools. The principal and one teacher from each school have been trained in basic computer literacy. Participants have been trained in using computers for applications such as word processing, spreadsheets, database, presentation, Internet and integrating the use of these tools into curriculum delivery. Teachers are already integrating the use of computers in the teaching/learning process to varying degrees. These uses range from making whole class presentations to student hands-on group work, to creating learning materials. Work is to be done in collaboration with consultants from the University of Technology (Utech) and ECS International.

Schools have received packages including computers, Alpha Smarts, laptops, printers, UPS, trolleys and televisions, based on the category in which they fall. The schools involved in this pilot are: 1) Padmore All-Age

Use of low-cost interactive radio technology in the teaching of Mathematics at the Grade 2 level in six schools. This activity has not started. Scheduled start is in 2004.

Text Book and Supplementary Materials Subcomponent

Provide supplementary reading materials in 509 schools islandwide Tender for supply of these books closed in November 2003. Evaluation and the process for award of contract are in progress. It is expected that the contract will be awarded by January 2004.
Conduct study on materials needed to support the RPC A study was conducted and the report accepted. Implementation of the findings is in progress. Literacy Intervention Strategies

Literacy programme developed inclusive of materials and islandwide implementation begun In excess of 400 books have been reviewed to determine their cultural relevance and appropriateness for the RPC. Review of MOEYC and Caribbean Materials is also being conducted. Both local and international consultants have been contracted and work is in progress. A portfolio of local and international literacy materials that may be used in the development of materials at Grades 1-3 has been compiled. Both national and international consultants have started work on the design of a strategy in keeping with MOEYC guidelines for literacy intervention.

Establishment of ‘Demonstration Schools’ · The MOEYC ratified 21 demonstration schools, which are attached to seven colleges offering primary programmes.· Sensitisation/orientation meetings were held with stakeholders, which included regional directors and territorial officers; principals of teachers’ colleges, and principals and chairpersons of demonstration schools.· Schools have submitted their school activity plans and work has commenced on these activities, many of which include literacy-oriented tasks. The schools are to receive grant funds to enable implementation and documentation of best practices. Revision of teachers’ colleges primary curriculum Two drafts of the curriculum have been presented and training started in summer 2003. The curriculum is expected to be finalised by February 2004.
Evaluation of the rationalisation of primary teachers’ colleges The rationalisation process of the teachers’ colleges was completed with the graduation of the final batch of non-primary graduands in 2002. International and national consultants have been contracted to conduct the evaluation of the rationalisation of the teachers’ colleges and are presently working. 70 lecturers complete fellowship for training at Masters (60) and Doctoral (10) levels In year one: Six awards were made, four for Masters, two for Doctorates.For year two: Twenty-seven awards were made. Twelve awards were made for studies at the Master’s Level, 11 awards were for Master of Philosophy, and four for Doctoral studies. Lecturers continue their programmes of study.Most of the awardees have commenced their study programmes. The remainder is scheduled to start by January 2004.
Development of Strategic Plan Work in collaboration with the national consultant, Tertiary Unit and the National Task Force established to provide guidance for the activities of this sub-component scheduled to begin in January 2004. Dr. N. George was contracted to provide technical assistance for this activity.
International conference EduVision 2003 A conference was held from November 4 to 7, 2003 in Montego Bay, Jamaica. Partners for the conference were MOEYC, IOE, UWI and JTA. The conference examined issues under the theme “Enhancing Teaching and Learning Through Partnership and Technology Innovation”. The conference was attended by over 500 persons locally and from overseas. The conference was deemed to be successful and it is proposed to establish this as a biennial calendar event.

Professional Development (Pre-service) Sub-component

Training of administrators and principals 619 principals from all regions have been trained in the use of the RPC to enable better instructional supervision.  
Beginning teachers mentorship programme conducted A beginning teachers’ induction programme has commenced. The activity started with the identification of schools for year one of the programme, the selection of mentors and a one-day training exercise of 133 mentors from all regions was conducted. These mentors will work with 73 beginning teachers. Follow-up training for mentors and training for beginning teachers will commence in February 2004. To date 32 schools have been brought into this programme. A mentorship training manual has been developed . A beginning teachers’ induction programme is being implemented to provide new teachers with a systematic structure to support and assist them to better understand their professional responsibilities.The programme is to be implemented in all primary schools by the end of the project.

Education Management Information System (EMIS)

The following is the outcome of the study:1) Repositioning of the Management Information System Department within the structure of the MOEYC with an expanded role, necessitating a new structure within the department.2) Modification to Terms of Reference for the contracting of an Education Management Information System consulting firm3) Electrical specification to support the EMIS.Negotiations with consultants to develop the EMIS was completed and approval for award is being obtained. Absenteeism

100 schools implementing interventions to improve attendance 100 schools with low attendance have been selected for the design of interventions to deal with the issue. All 100 schools had orientation sessions where they were sensitised about the planned intervention.A local consultant firm Global Management Services has been awarded a contract to provide technical assistance and training to pilot schools in implementing intervention strategies. A group of six persons representing the MOEYC and its regional offices, selected schools and the Jamaica Teachers’ Association (JTA) conducted study tours to Mexico and Brazil to view programmes aimed at improving attendance in those countries. Where appropriate some of the interventions observed are to be adopted in the schools selected.

Site-based Management and Governance Sub-components

Establish 12 Lighthouse Schools to pilot school-based governance model 12 schools from across the six regions of the MOEYC have been selected. These 12 schools have been sensitised about the concept and the expectations, and responsibilities have been defined.   Consultants have been contracted to fully develop and assist in the implementation of the concept of site-based Management. Regional offices are to play an integral role to ensure sustainability of the concept. The international and national consultants contracted to this sub-component are CONSIA Consultants and Michael Morrissey respectively.
National Council on Education (NCE) to train school board members in 800 primary schools who would normally not be trained by them 180 board members representing 30 schools have been trained during financial year 2003/04.

Principals Diploma Programme

700 principals complete local-based diploma programme 188 principals out of a targeted 235, commenced training in June 2003. The programme is offered locally from four sites and is scheduled to be completed in April 2004. Next year the sub-component plans to train in excess of 283 principals. The programme provides customised management training to participants. The second cadre of 283 principals will commence training in May 2004. Graduation for the first cadre is planned for June 2004. The programme is to be institutionalised at the end of the project.

Institutional Strengthening

Training programmes:30 short term6 long term Two officers have gone on long-term fellowships. One officer pursued studies in Instructional Technology and Media, while the other studied Educational Planning. Fourteen officers have undertaken short-term courses in Instructional Technology, Mentoring, Guidance, Teacher Education, and Management Information System. All fellowships undertaken fall within the context of capacity strengthening for the Ministry’s succession plan.
180 officers to receive management training Proposals for the four prequalified institutions will be opened on December 18, 2003. Training is scheduled to start February 2004. This programme is also being offered to give support to the succession plan.
Internship and mentorship programmes A programme has been designed and persons have been asked to serve as mentors for pairing with individuals identified in need of mentoring. At the same time officers with demonstrated aptitude and interest are to be given opportunity to serve a period of internship for a particular post that will become vacant in the near term. This is yet another tool being used to support the Ministry’s succession plan.

Construction

Construction, extension and replacement of 12 primary schools All sites have been secured for phase one schools. The pre-contract work has been completed for phase one and will go to tender by January 2004. The pre-contract work for phase two is 40 per cent complete, only the site for Fruitful Vale Primary in Portland is outstanding for phase two. The present site for the Fruit Vale Primary School was rejected by the National Environmental Protection Agency (NEPA) because it is flood prone. Negotiations with owners of alternative sites are in progress.

School-based Maintenance Programme
