Primary Education Support Project [PESP]

Background


Background:
The Primary Education Support Project (PESP), began in January 2001 and is aimed at supporting the gains that were achieved under the Primary Education Improvement Projects I and II (PEIP 1 and PEIP II). The project also addresses other concerns in the education sector as it seeks to improve the quality of the delivery and management of educational services at the primary level. PESP is designed as a package of improvements for the development of the qualitative, civil works and institutional strengthening aspects of primary education.

Funding for the project is through a loan of US$31.5 million from the Inter-American Development Bank (IDB), and counterpart funds of US$8 million, US$4 million of which is supported by a loan from the Organisation of Petroleum Exporting Countries (OPEC).

Goal:

The PESP aims to contribute to the improved performance, efficiency and equity of the primary education system.

 

Objectives:

The project will also:

  • Improve performance through the effective implementation of the Revised Primary Curriculum (RPC) and national assessment standards in schools.
  • Increase efficiency through the rationalisation of teacher education and the strengthening of educational management capacity at all levels.
  • Enhance equity in the delivery of educational services to children from the lower socio-economic background through targeted interventions for improved literacy, numeracy and attendance.

Components:

The Primary Education Support Project is organized into three (3) components:

Quality Assurance

: for improved educational performance and equity.
The Quality Assurance component is divided into Curriculum Implementation, Student Assessment, Instructional Technology Pilot, Text Book and Supplementary Materials, Literacy Intervention Strategies, and Professional Development and Teacher Preparation, at the In-Service and Pre-Service levels.

Institutional Development

for improved sector management and efficiency

The Institutional Development component comprises the School District Pilot, the Diploma Programme for Principals, Institutional Strengthening, Panel Inspection Study, Education Management Information System, Site-Based Management and Governance and an Absenteeism Pilot.

Civil Works

for increased access through school construction, expansion and maintenance.

The Civil Works Component is broken into Construction activities and a Preventative Maintenance Programme.
