The Secondary Enhancement Programme (SEP) is a Government of Jamaica
initiative and involves the provision of funds to specified schools
to undertake actions detailed in a School Development Plan (SDP).
This is targeted at identified areas and excludes major infrastructural
work.
The objectives of the programme are:
• To improve the quality of education within the newly upgraded
high schools.
• To initiate and enhance site-based management.
• To assist in closing the gap between programme offerings
of the traditional high schools and the more recently upgraded high
schools.
In the first phase of the programme, September 2001 to March 2002,
special areas identified for action were the teaching of sciences;
information technology; literacy initiatives and library facilities.
A sum of $200 million was allocated to 21 schools, which had to
submit School Development Plans, get these approved, receive the
allotted funds, and then show verification for the amounts spent.
Each school received between $6 million and $9 million, and made
full use of their allotments. The schools, selected from all six
regions, were:

In the second phase, September 2002 to March 2003, a sum of $75
million was allocated to 17 schools from all six educational regions.
They were:

The schools submitted their SDPs, received approval of these, and
have received their allotted funds. The targeted areas of the second
phase were the same for the first phase except for the addition
of Cultural Initiatives.
For the third phase, September 2003 to March 2004, an additional
