Historical Overview

In 1990/91, the Ministry of Education, Youth and Culture took a policy decision to do a phased decentralisation programme starting with a regional office structure similar to that in the mid-1970’s and suspended in 1985.

The establishment of the Regional Offices was to enable decentralisation of the Ministry’s functions and was aimed at enhancing the efficiency of the Ministry’s operations.

To date six regional offices were established in Kingston, Montego Bay, Mandeville, Spanish Town, Brown’s Town, and Port Antonio. This was done in collaboration with the International Bank for Reconstruction and Development (IBRD).
